England were then drawn to meet their 1996 nemeses, Germany, in their group, along with Romania and Portugal.

Slovenia earn debut
Israel and Ukraine were denied tournament debuts by Denmark and Slovenia – who themselves earned a berth for the first time – while in a tight tie fast-improving Turkey pipped the Republic of Ireland.
